In the governmental bill on the project concerning the metroplitan areas, the following agglomerations were enumerated as potential metropolis: Warsaw, Silesia, Lodz, Cracow, Poznan, Wroclaw and Tricity, Bydgoszcz together with Torun, Szczecin, Bialystok, Lublin and Rzeszow. However, there were introduced some changes. In order to become a metropolis there must be "a built-up area with abundace of people, huge circulation of people and goods and substantial service exchange."

The government will authoritatively create metropolis on the territory where "2 million people or more" live with the population density over 200 inhabitants per 1 kilometer. It means that with the status of agglomeration will be bestowed Silesia and Warsaw. However, the government according to the presented regulations has right to designate a metropolitan area on the territory with population " 500 thousand people or more".
