Control in Poland

In 2008 one institution checking the quality of food was going to be created instead of six other institutions, as well as commissions in four different departments.
Veterynary Inspection (Inspekcja Weterynaryjna), Inspection of Trade Quality of Agriculture and Food Industry Articles (Inspekcja Jakości Handlowej Artykułów Rolno-Spożywczych), Inspection of Planst and Seed Conservation (Inspekcja Ochrony Roślin i Nasiennictwa) and Sanitary Inspection (Inspekcja Sanitarna) were to be joined into one National Inspection of Food Safety (Państwową Inspekcję Bezpieczeństwa Żywności). The idea came up two years ago. The government approved the idea and came up to a conclusion that it will not only improve the quality of control but also will bring necessary savings.
Unfortunatelly the proposal fell through, the departments did not issue a permission. But private enterpreneurs are complaining because of the amount of controls. Their companies can be controlled even by 40 different institutions and in spite of new announcements of Department of Economy that inspections are going to be limited, the odds are that nothing is going to change. On the contrary, there are even more and more inspectors.
Inspectors claim however, that the companies are still breaking the law - especially work code - and without control it would be even worse. National Work Inspection (Państwowa Inspekcja Pracy) enumerated that in 60% of controlled companies the cases of breaking the law are still common. In last year 77 thousand offences agains work code were disclosed. And it is not about odds and ends - in 12 thousand cases life of emploee were in danger.
The emploee are not only breaking the work code, but also financial code. Department of Finance confirmed that. National budget gain a lot thanks to the treasury controllers visits.
